The University of Oxford is the oldest educational and research centre in the English-speaking world. It includes 39 colleges and is alma mater for 25 Prime Ministers of the UK, as well as for Adam Smith, Jonathan Swift, Oscar Wilde, John Tolkien, Graham Greene and many others.

First connections between cities of Perm and Oxford were established through Perm State University and University of Oxford in 1989.
